When can a woman go on Hajj without a mahram?

Question: Is it permissible for a woman to go on the obligatory Hajj or ‘Umrah without being accompanied by a mahram?

 

In the name of Allah! All praise to the Lord of the worlds! Blessings and greetings to His Messenger Muhammad!

According to the reasoned opinion of the Shafi’i madhhab, if the road is safe, a woman alone or with a group of trusted women is allowed to travel outside the settlement to perform the obligatory Hajj or ‘Umrah (small pilgrimage) without being accompanied by a mahram. And on the way, she can shorten and combine prayers.

With regard to the desired Hajj or ‘Umrah, etc., it is forbidden (haram) for a woman to go on safar, without being accompanied by a mahram, even with the permission of her husband.
